A complaint hotline, 12312, began operations in the city of Ruzhou, Central China’s Henan province, in 2011. It welcomed its first evaluation by the Henan Provincial Bureau of Commerce on April 11 after three years of operation.

The complaint hotline has been widely accepted in Ruzhou. It will be recognized as a provincial demonstration unit when it passes the evaluation. Since its commencement in the city, the Ruzhou municipal commerce bureau has invested 1.6 million yuan ($256,640) to reconstruct the hotline’s operation office in accordance with standardized construction requirements.

This March, the 12312 hotline officially applied for designation as a "standard demonstration unit” in regards to public service system construction in the field of commercial market supervision. Its achievement in market supervision project construction was highly commended by the provincial commerce bureau in the later evaluation. Meanwhile, they urged the municipal bureau to effectively perform their duties and safeguard the legal rights and interests of consumers and businesses.

The number serves as a convenient service hotline, mainly receiving public reports, complaints and advice involving commercial fields.
