Henan province plans to implement a policy that fines company bosses who have not raised salaries over a long period without justification, Dahe Daily reported on Wednesday.

The provincial people’s congress held its fifth conference on Nov 26 to consider regulations for enterprise salary negotiations in Henan province.

The regulations stipulate that enterprises owners will be fined by 1,000 yuan ($164) to 10,000 yuan if they did not increase salaries for their employees over a long time without justification.

Official statistics showed salaries of workers in the province witnessed an increase of 10 to 15 percent annually.
