Since 2003, Ruzhou's municipal court has been consistently improving justice administration , reinforcing forensic expertise, and vigorously exploring new ways to resolve petitioners. Due to their efforts, no petitions occurred in Ruzhou in the last nine years.

The Ruzhou municipal court established and follows a risk warning system. Parties who need forensic expertise are issued a risk warning letter by the court. In the letter, the court kindly reminds them of seven relevant risks related to the forensics process. Over seven years, 2,297 warning letters have been sent. The letters help relieve the parties’ burden and prevent risks.

Since May 2005, the Ruzhou municipal court has held a work seminar each year. Relevant experts and excellent workers attend the seminar to discuss with court staff members common problems encountered in forensic expertise. To date, seven seminars have been successfully held.

The court has attempted to introduce a mediation mechanism into forensic expertise. The mechanism was established last year and taps the judicial technique department to mediate between two parties involved in a lawsuit. If they both agree to cease forensic efforts, the lawsuit can be concluded. Mediation works well in lawsuits, and eight cases have been successfully concluded through mediation.

The Ruzhou municipal court has adopted a random computer-processed method to assess and delegate duties to relevant institutions. The results are publicized online. This method has been followed in three mandate cases. The transparent procedures have eliminated doubts against the court and have safeguarded court authority.

The court has also taken great efforts to eliminate destabilizing factors. For those who show a tendency to petition, the court has eliminated misunderstandings and has increased meeting exchanges.
