According to the Ruzhou Municipal Office of Legislative Affairs, the municipal office and the Supervisory Bureau will overhaul law enforcement in the first half of 2012.

The following seven aspects will be reviewed. First, Ruzhou will determine whether law enforcement agencies have verified enforcement programs after the expansion of provincial authority. They will also ensure that agencies have clarified adjustments and removed enforcement programs after new laws and regulations were issued. Second, the city will review whether law enforcement authority has been rationalized after the expansion of provincial authority. Third, the current situation in standardizing discretion will be checked. Fourth, the city will determine whether law enforcement agencies have established and improved systems to make open public legislative information, deadlines of legislative enforcement, and legislative results. Fifth, Ruzhou will review whether enforcement, supervision and accountability regimes have been established and improved. Sixth, they will determine whether accountability, internal examination, and appraisal systems have been implemented strictly. Seventh, the city will review whether rude behavior, abuse of power, or corruption have been involved in enforcing laws.
